Educational Qualification: A degree from a recognized university or equivalent with at least eight years experience in
Finance/Accounts/Union Territories/Autonomous Organizations/Semi-Government Organizations/Public Sector Undertakings)
Desirable: CA/ICWA/MBA (Finance) from recognized University
Experience: Officers under central or state governments or union territories/autonomous organizations/Semi-Government organizations/Public Sector Undertakings
(i) Holding analogous post on regular basis in the parent cadre or department; or
(ii) Having at least eight years’ experience with five years’ service in grade rendered after appointment thereto on a regular basis in the scale of pay Rs 78800 to 2,09200/- (Level-12)or equivalent or 8 years service in the pay scale of Rs 67700-208700 (level-11) or equivalent in the parent cadre/department and
(iii) The Departmental Senior Accounts Officer in the pay scale of Rs.
67700-208700/- (level-11) with eight years’ service shall also be considered along with deputationists and in case he/she is selected the post shall be deemed to have been filled by promotion Similarly, deputationist shall not be eligible for consideration for appointment by promotion Period of deputation (including short term contract) including deputation (including short term contract) In another ex-cadre post immediately preceding this appointment in the same or some other organization/Department of the Central Government shall ordinarily not exceed five years

Educational Qualification: Post Graduate Bachelor Degree in Law or integrated 5 years Bachelor’s degree in law from a UGC recognized University and registered with Bar Council of India
Desirable: Bachelor’s Degree in Science or Agricultural Science followed by a Degree of Law from UGC recognised Universities
Experience: Minimum 4 (four years) of experience of practice (post qualification) as such having expertise in handling cases of disputes, Intellectual Property Rights, legal documentation, drafting and notarisation

About Protection Of Plant Varieties And Farmers Rights Authority
In order to provide for the establishment of an effective system for protection of plant varieties, the rights of farmers and plant breeders and to encourage the development of new varieties of plants it has been considered necessary to recognize and protect the rights of the farmers in respect of their contribution made at any time in conserving, improving and making available plant genetic resources for the development of the new plant varieties. Moreover to accelerate agricultural development, it is necessary to protect plants breeders rights to stimulate investment for research and development for the development of new plant varieties.
Such protection is likely to facilitate the growth of the seed industry which will ensure the availability of high quality seeds and planting material to the farmers. India having ratified the Agreement on Trade Related Aspects of the Intellectual Property Rights has to make provision for giving effect to Agreement. To give effect to the aforesaid objectives the Protection of Plant Varieties and Farmers Rights Act, 2001 has been enacted in India.
Such protection is likely to facilitate the growth of the seed industry which will ensure the availability of high quality seeds and planting material to the farmers.
